Yes, but it's not perfect and you'll need a fully fledged DAW (digital audio workstation) to even attempt to use it.

The problem with isolating frequencies this way is that different instruments within a mix, will at times, share the same frequencies so you end up getting an output that is mainly, say Bass, but with bits of vocal etc as well, when the frequencies overlap.
To use Peel you'd need to 1. Get a DAW (Cubase/Studio One/Pro Tools/Ableton/Reason Reaper etc) 2. Create a new track and insert your stereo file on it. 3. Insert Peel as a plugin on that track 4. Use Peel to identify the bass frequencies 5. Export the track to a new file.
If that all sounds too complicated - well, it is quite complicated. If it's just one track you want doing, send me a message on Facebook to give me your email and I can have a go at isolating it for you as I have the software. I used it recently to isolate a Taylor Swift vocal track and put a new backing to it, for a bit of fun -
