Heard this on 6music the other day and it stopped me in my tracks, had to find out who it was (thanks to Denise Woodcock for finding out for me!) It's a fella called Gabriel Bruce, thought it was a gruffer Hawley at first. Very atmospheric, great vocals, and a lovely bit of guitar..must have been recorded in a makeshift studio / living room as you can hear police sirens during the guitar solo.
